Vietnam Tourism Certification Board

1. Organization:

The Vietnam Tourism Certification Board (VTCB) was founded on April 24th 2003 by the Chairperson of Vietnam National Administration of Tourism (VNAT) (issued Establishment Decision No.103/QD/TCDL) with the technical support from Luxembourg Government. The members of VTCB currently include representatives of the Ministry of Culture, Sports and Tourism, VNAT; Ministry of Education and Training (MOET); Ministry of Labor Invalids and Social affairs (MOLISA); Vietnam Tourism Association (VITA); Some Tourism Schools and Colleges; and leading Tourism companies.

2. Key Functions:

- To determine training priorities, approving type and form of training programs for certification according to the industry needs. With the approval of VNAT, MOET, and MOLISA, the VTCB will approve the programmes eligible for national certification.

- To accredit the training institutions that are eligible to use the VTCB's curriculum leading to the award of the VTCB's national certificates.

- To award national certificates to students and industry personnel, who have met the criteria set out by the VTCB.

The Vietnam Tourism Certification Board is also functioning as a Tourism Professionals Certification Board (TPCB), a kind of body that each of ASEAN member countries should establish to implement recently signed Mutual Recognition Arrangement (MRA).

3. Activity Results:

- Over nearly seven years in operation, VTCB has developed 4 curriculums in both Vietnamese and English versions comprising Front Office Operation; Housekeeping Operation; Professional Cookery Skill and Hospitality Skill. Besides, VTCB has also approved 13 Manuals, known as the core of the Vietnam Tourism Occupational Skills Standard System (VTOS), initially developed by Vietnam Human Resources Development in Tourism Project (EU Project), currently being widely used within the tourism industry.

- Using the 4 curriculums for training in selected tourism schools in Hanoi, Hue, Ho Chi Minh City and Vung Tau, VTCB has certified for more than 4,000 students and tourism employees.

- Under the cooperation framework with EU Project, VTCB has certified for more than 2,500 VTOS trainers and more than 1,100 trainees who passed VTOS assessment conducted by VTCB.

- VTCB now possesses nearly 150 VTOS assessors of 12 disciplines in hospitality and travel industry. They are experts and currently working in tourism training institutions and tourism enterprises.

- Besides, VTCB is maintaining 10 Assessment Centers located in tourism schools/colleges and more than 50 industry-based Appraisal Centers across the country.

4. VTCB Certificates

VTCB certifies for trainees, who pass VTOS assessment conducted by VTCB in both theoretical and practical tests. VTCB certificate recognizes the job skill about defined discipline in tourism industry and employee’s abilities with their working position requirement. Therefore, VTCB certificate’s as value as job license that recognizes employee having ability to do their job.

VTCB certificate is important criteria to measure employee’s skill and ability that ensure quality of service in tourism industry. This certificate also brings benefit to employers who can use it as a meter for recruitment to seek job skilled employees. For employees, VTCB certificate not only recognizes their job skill and ability but also gives them opportunity for promotion or changing in their career.

In the field of tourism industry development, VTCB certificate contributes to establishing National Standard System. Especially, VTCB certificate (and some other equivalent Certificates) is one of the conditions for Hotel and Accommodation Establishment classification based on number of VTCB’s certified employees.

5. On the Job Training and VTOS assessment Model

In order to maintain and effectively make use of VTOS system for Vietnam human resources development in tourism, since 2007, thank to support from international experts and EU Project, VTCB has conducted VTOS assessment for trainees who have been registered to join VTOS System by their employers and trained by qualified trainers according to VTCB on the job training procedures and applied for VTOS assessment. This model is characterized by two key components including training at their company’s premise (or on the job training) and skills assessment conducted by VTCB. This model shows that if one trainee wants to attend VTCB assessment for certification, he or she must follow steps hereby:

Firstly, the trainee must work for an employer that has been registered to participate in VTOS system.

Secondly, the trainee has accomplished VTOS training by a VTCB certified trainer. The evidence of this training is found in a task completed Skill Passbook and signed to prove by the trainer.

Thirdly, the trainee must be applied to attend VTOS assessment by their employer officially.

VTCB’s assessment process and evaluation is carried out consistently nation wide. Assessments are held in Accredited Assessment Centers or Accredited Appraisal Centers. Each assessment includes two parts: theory and practice. Theoretical test is specified for the tested occupation and lasts for 30 minutes in multiple choice questions format. Practical assessment takes between 60 to 120 minutes depends on the discipline and includes uninterrupted tests with specific situations illustrating daily work operation.
